Stamp Duty: When Is It Payable and Can You Use CPF?

Buyer’s Stamp Duty (BSD) and Additional Buyer’s Stamp Duty (ABSD) are payable within 14 days of signing the Sale and Purchase Agreement – at Stage 2 of the Progressive Payment Schedule. Both must be paid in cash. CPF cannot be used for stamp duty.

BSD rates as of June 2026 for residential properties:

  • First S$180,000: 1%
  • Next S$180,000: 2%
  • Next S$640,000: 3%
  • Next S$500,000: 4%
  • Next S$1,500,000: 5%
  • Amount exceeding S$3,000,000: 6%

ABSD rates as of June 2026:

  • Singapore Citizens buying 1st property: 0%
  • Singapore Citizens buying 2nd property: 20%
  • Singapore Citizens buying 3rd and subsequent: 30%
  • Permanent Residents buying 1st property: 5%
  • Permanent Residents buying 2nd and subsequent: 30%
  • Foreigners: 60%
